FedEx has announced an average 5.9% General Rate Increase (GRI) for U.S. domestic, export, and import package services, effective January 4, 2027. But for many shippers, 5.9% will not reflect the actual increase they see.

AFMS’s analysis of the 2027 rate changes shows that several commonly used services are increasing above the announced average. Ground, Priority Overnight, and 2Day services are among the areas where increases run higher, while accessorial charges, minimums, ZIP-code changes, and zone reclassifications can create additional cost beyond the headline GRI.

Ground Rates Are Increasing More Than 5.9%

For many Ground shippers, the increase is closer to the mid-6% range.

We found that FedEx Ground rates for 1–10 lb. shipments across Zones 2–8 increase an average of 6.35%, while 1–5 lb. shipments average 6.49%. For heavier, longer-zone shipments, some increases reach as high as 7.2%.

Minimum charges also matter. The 1 lb. Zone 2 minimum increases from $11.99 to $12.70, a 5.92% increase. Shippers with a significant number of minimum-charge packages may need to model those shipments separately, since negotiated discounts do not necessarily reduce the impact of the minimum.

That difference becomes even more apparent when other charges are added. For example, a 1 lb. Zone 8 Home Delivery shipment with Residential DAS increases from $28.06 to $29.92 before fuel, or 6.63%.

FedEx Express Increases Vary Significantly by Service

The 5.9% average also masks substantial differences across FedEx Express services.

For 1–10 lb. shipments across Zones 2–8, AFMS found average increases of:

  • 6.56% for Priority Overnight
  • 6.71% for 2Day A.M.
  • 6.55% for 2Day
  • 5.23% for Standard Overnight
  • 5.11% for First Overnight
  • 3.60% for Express Saver

That spread is important. Applying a flat 5.9% increase across an Express portfolio could overstate the impact for some services while significantly understating it for others.

The actual result will depend on each shipper’s mix of services, package weights, and zones.

Accessorial Charges Remain a Major Cost Pressure

Accessorials are one of the biggest reasons a shipper’s effective increase can exceed the announced GRI.

Among the 2027 changes analyzed by AFMS:

  • Ground Home Delivery Residential increases 7.0%
  • Extended Residential DAS increases 9.1%
  • Additional Handling charges for dimension and weight increase roughly 7.1%–7.6%
  • Oversize charges increase as much as 7.8%
  • Declared Value charges increase 9.1%

These charges can compound with transportation rates, meaning the increase on an actual shipment may be considerably higher than the change to the base rate alone.

There Are Other Changes Beyond Rate Increases

The 2027 update is not limited to higher prices. FedEx is also changing some of the rules that determine which rates and fees apply.

Selected domestic ZIP pairs will be reclassified beginning February 1, 2027, while DAS and pickup ZIP lists change January 4. Domestic and international minimum charges are increasing as well.

Additional changes include new fees for paper documentation beginning January 18, expanded international Residential Delivery eligibility, and a revised Duty and Tax Forwarding calculation.

For shippers, that means simply comparing a 2026 rate table against a 2027 rate table will not necessarily capture the full financial impact.

International Shippers Have Additional Changes to Watch

FedEx includes U.S. export and import services in its announced 5.9% average, but individual rates vary by service, country, zone, and weight.

Some international accessorials are also rising much faster than 5.9%. International Additional Handling for dimension and packaging increases 9.3%, International Oversize increases 8.2%, and the International Connect Plus inbound processing fee increases 10.0%.

Changes to international residential charges and Duty and Tax Forwarding can create additional increases that will not appear in a simple base-rate comparison.

What Does the FedEx 2027 GRI Actually Mean for Your Business?

The biggest takeaway is that 5.9% should not simply be applied across total FedEx spend when building a 2027 shipping budget.

Every shipper has a different profile. The true increase depends on factors including service mix, package weight, zones, minimum charges, accessorial usage, fuel treatment, ZIP classifications, and zone migration.

A shipment-level analysis is the best way to determine what the 2027 changes will actually cost your organization, and where there may be opportunities to offset those increases through carrier negotiations and contract adjustments.
